Origem e Evolução DO PROGRAMA DE AGENTES COMUNITÁRIOS DE SAÚDE NO CEARÁ

Resumo
Objetivo: Delinear a origem e evolução do trabalho dos Agentes Comunitários de Saúde
(ACS) no Ceará. Síntese dos dados: Uma revisão da literatura pertinente ao assunto e
entrevistas com técnicos da Secretaria de Saúde do Estado do Ceará (SESA-Ce) e da Escola
de Saúde Pública do Ceará (ESP-Ce) foram as fontes dos dados coletados. Inicialmente,
contextualizou-se o cenário sociopolítico em que se desenvolveu a atenção primária em saúde
no estado, enfatizando-se a evolução dos indicadores socioeconômicos e de saúde infantil. A
seguir, fez-se uma breve exposição do modelo assistencial em saúde e a partir daí, o enfoque
no Programa de Agente Comunitários de Saúde, desde sua origem como um programa
emergencial, sua integração à Estratégia Saúde da Família, as repercussões desta inserção no
trabalho do agente comunitário e a necessidade de capacitação dos ACS. Conclusão: Uma
reflexão sobre o processo de capacitação dos ACS foi apresentada, buscando dialogar com
a formação necessária diante das novas necessidades de saúde da população e, sobretudo,
fortalecer a atuação do ACS como mediador entre as famílias e a equipe de saúde no nível
local.

Origin and evolution of the Community Health Agent Program in Ceará state

Abstract
Objective: To outline the origin and evolution of the work of Community Health Agents (ACS)
in Ceará. Data synthesis: A review of the literature pertaining to the subject and interviews
with technicians from Ceará State Health Secretariat (SESA-Ce) and from Ceará Public
Health School (ESP-Ce) were the sources of the data collected. Initially, we discussed the
social and political scenario in which primary health care developed in the state, emphasizing
the evolution of socioeconomic indicators and infant health. Then, we did a brief exposure of
health care model and from then on, we focused on the Community Health Agent Program,
since its origin as an emergency program, its integration into the Family Health Strategy, the
repercussions of this insertion in the work of the Community Health Agent and the need for
training of ACS. Conclusion: A discussion on the process of training of ACS was presented
seeking dialogue with the necessary training in face of new health needs of the population,
and most of all, strengthening the role of ACS as a mediator between families and health
professionals at local level.
